What should I do?
So I grinded a bit and I have enough shards to buy a new character.But I don't know If I should buy a survivor,or a killer.
I am a neutral player...I like to play as killer and as survivor both,but,I want to make my collection of killers...Right now I have 18 killers with overall good perks and can make really good combos,but I don't have muck survivors/perks.
My survivor perks that I use right now are:LightWeight,Quick & Quiet,Dead Hard and Decisive strike.
My killer perks that I use right now most of the time are:BBQ,Corrupt Intervention,Plaything,and one random because I have a lot more perks on killer.
So I want to buy a new survivor with good perks.But I want to buy a killer because I want to have a lot of killers and overall I like to play as kiiler...
So if someone can help to make a decision,I will really appreciate every opinion...

I think you answered your own question. You have a lot of killers/killer perks, so why not get a new survivor.
I'd recommend Kate for Windows of Opportunity. It's fantastic perk for avoiding deadzones and would synergies well with Lightweight and Quick & Quiet.
Edit: Equally, if you already have a lot of killers you may want to continue buying them until you have them all. That way you can focus on survivors once you're done.
To be honest the only person who can make this decision is you. If you want better help, we need to understand your playstyle for survivor and killer, and which characters you don't have.
Are there any perks you don't have that you've had your eye on?

The answer is killer.
Survs are just reskinned versions of each other. It's no different repairing a generator with a bearded old man or a pink haired girl, also playing with different killers makes you a better survivor, and the original survs all have decent enough perks.

On survivor,yes there are,like boon totems,WOO on Kate+boil over and other perks that will make me create cool combos.On killer there are some perks I want,but besides survivor,on killers I already have good perks..

Boon is for sale in shrine at the moment.
And boil over just gets you slugged. Windows is a perk that is semi useful until you learn maps.
Killers have more interesting powers which is why i play them.

I've been playing DBD for 5 years and still use Windows. It makes no difference if you know the maps or not.
Windows allows you to see if pallets have been dropped so you don't find yourself in a situation where you expect to extend your chase only to be caught out by a lack of pallets in dead zones. It also let's you know when someone is being chased and the direction they're heading as you can see the pallets being dropped.
Also, CoH is a great perk. Yes it's in the Shrine at the moment, but it will cost you more shards if you want it at Tier 3.
I agree Survivors are just skins, but this is only a valid argument once you have all the perks.
EDIT: I forgot to mention Kate also has Dance with Me (Hide scratch marks when fast vaulting or leaving a locker for 3 seconds) which can be really useful and fun to play with, especially with Quick & Quiet and Lithe.
