Is there a possibility of implementing increased penalty for griefing right now?

It doesn't sound like something you would need to do work for, just a simple rule change. Because the sooner it will happen the better it's going to be

Define griefing using a scenario.
I think we're still waiting on an official definition. It's pretty vague.
