Probably not.
If the killer is fun to play, has great game design and visual design as base, good enough perks, if survivor has good enough perks as well, and the cosmetics are great, then that's a maybe.
Otherwise I'd probably not buy it, or buy at a reduced cost with shards.

Depends on the killer/survivor and the skins. If i like ye, i would. If i dont like it nah.
However i think its better as it is right now, skins seperate and the DLCs as a stand alone. Or the option to even only buy 1 character if you only play 1 side.

So in most media genres is an art, that's how I view video games.They can make you have different emotions.
In the 14th century just , picking random timeline for example.People would make sculptures and paint pictures.To show their feels and people also viewing this art had their opinions and feelings.
And that's how I look at video games, developers have created the pieces of art that has stuck with us ,if it cultivated us in what we seen.
DBD is not the prettiest game like the sky is flat there's a paper moon in sometimes or just certain backgrounds look plain.
But you can tell that they care when it comes to the characters and the maps, there's alot of detail that goes into the characters their not perfect.Like Pyramid Heads boots has a white line between the rubber of the bottom grip or in between the soles.Hes a perfect example of taking a character from an area of gaming that lack pixels to make him look so freaking cool,his movement how he stands ,his walking animation.Bravo. Wesker looks like a real figure .Their characters look the originals are innovative ,and fresh like they came from a movie or horror novel.There biography gives them life are and actual place in our world.

Video games are a mix of many forms of art. And artists should absolutely get paid for their works, and it's true that it's an industry that underpays them often.
However, that is not really the question in my opinion.
The question was if you'd buy a 13€ DLC if there were 2 additional cosmetics in it, rather than a 7€ DLC with no cosmetics included.
I think the base DLCs should be as epurated as possible, with only the characters, and at relatively low price (like they currently are), because some people will want to have some characters but won't necessarily play them enough to warrant buying a cosmetics for them, let alone 2. If this bundle existed as a separate premium bundle I would be more than okay with that, but I still probably wouldn't buy it for various reasons.
Making the default option the most expensive one would force people who aren't interested in those cosmetics to go on the store and buy characters with auric cells (assuming they don't have enough shards saved), which come in set numbers, so maybe they'll be forced to spend 10€ on a DLC and have 300 leftover auric cells, rather than simply pay the 7€ they were planning to spend.
I'm pretty sure the artists are paid a set wage that is not influenced by how much or how little their cosmetic sold, but if it was the case, then they'd make more money selling the cosmetics 6 - 10€ each (as they do currently) rather than make it 6€ for those two cosmetics when bought in the bundle DLC.

I personally feel that instead of including cosmetics no one will likely use each chapter small amount of Auric Cells should be included with each chapter and should be retroactive with older chapters.
Essentially - Each chapter should include 200 auric cells give or take.
That would be as an alternative to developing extra cosmetics that may be unwanted the auric cells would essentially let you choose any "extras" you want.

Not to mention that one skin is 1080 cells, which for me costs £7.50 (8.60€, US$10.10). If a 2 character chapter were to increase to £10.95 (US$13) from £5.49, but would feature 2 outfits, that would cost an extra £5.50. That's less than the cost to purchase 1 outfit, for double the outfits.
Artists would not be getting paid for their work at that point, and in fact it would cost BHVR money to switch to this model while also alienating those that just want the characters but don't play enough to make Shards a reasonable option for getting the characters within the next decade.
So if you want to pay the artists for their work, be it the creation of the video game or the skins, then your answer should be no to OP's question.
But if it makes you feel better, I believe artists at BHVR are salaried and given plenty of benefits, the same as the coders. So even if a few skins flop, the artists would still be getting paid a fair rate because BHVR as a company to it's employees is one of the best I've seen (but always remember: it's still a company).

I mean I buy every chapter when they come out, so yes. Now, this is also assuming this chapter comes with a Killer and/or a survivor. If it's just a cosmetic DLC, then it depends on the cosmetics themselves. Like the only Steam store DLC I haven't bought for DBD (besides the survivor and killer packs that were recently added, since I have all the killers and survivors already) is the Charity Case as I just have no interest in those cosmetics.

But if they raise the price of DLC to 17.50 they know could make charm that comes with chapters basically for free and add one rare cosmetic to one character out the chapter.They could lower the prices for Rare 450'c skin's ultra rare 980's they would more likely increase the sells for ultra rare,rare cosmetic legendaries.Like I said that smart but how does that sound

I'm not sure I understand your idea completely, but it sounds like no casual player would buy any DLC. 17.50 bucks to unlock one killer and one survivor, albeit with a bit more cosmetics ? I would stop buying DLCs at all...

But you miss the bigger picture,with more chapter cost and maybe a higher rate of cosmetics brought at lower prices wouldn't the be better for the game where as they could,get more things such as a Original Nemesis,an Actual Scream chapter, original Freddy.There original character's would probably still be around 10 dollars,but the licenses would only be higher and they have to renew the licenses?

What I see as a bigger picture is less people being able to buy the DLC, which would be compensated by the price being higher. The net gain would not be very high, if there is any. The cosmetics being less expensive is one thing, but I feel like a lot of people buy maybe one cosmetic for each character they main, and won't buy that many more. Even if they were cheaper, I'm not convinced it would make bank either.
I think the
system is good as is. All chapters being the same price unless a different number of characters (the first RE chapter being more expensive because there are 3 characters instead of 2) makes it more fair. No one can say that the game is pay to win if all characters cost the same. Having licensed prices much higher than regular ones would discriminate people who don't have the means of buying such expensives DLCs, making them feel like they can only afford "second class" characters.(I actually like the original characters much more than the licensed ones, but I don't think I'm in the majority here)
Plus BHVR has proven to be able to get many rights and licenses to various horror (and unfortunately non horror) licenses, and puts out licensed content very regularly (roughly every other DLC). I don't want everyone to have to pay more at entry level so that some license fans get their shiny new characters. The current rythm is more than okay with me.
What I think could help them get more revenues in the long run (the bigger bigger picture, if you will) is to give some time, love and care to balancing the game, so that the horde of players who quite the game from feeling unrewarded or frustrated with matchmaking can actually enjoy themselves again. Which BHVR has been working towards, albeit slowly.
Anything else is just playing with numbers to try and maintain their profit.

I agree with you,it seems like they still have the funds to retain the licenses.So shouldn't they still lower the rates of Legendaries, Ultra Rares,etc. To sell more cosmetics which would double their profits ?

I'm a horror guy, well I like resident evil and other survival horrors.Like I said they do such great work with the characters,I would buy chapters at 20$ they deserve it to bring our favorite character's in the game and it supports the game itself to continue
But they do need to find a balance,stop letting whiner's destroy killers, perks and power's they already have everything they need.I do agree with @HugTheHag for that

Theoretically yes, they should, as more content = higher cost.
However, as I said earlier, I don't believe it's a good idea to bundle a cosmetic with the base DLC. Let the people who want cosmetics buy them independently, and let the people who don't want cosmetics have cheap characters.
Maybe you have the willingness to pay 17$ or 20$ for a DLC because you're thankful for the licenses, but you have to see that most people won't have the means of paying the equivalent of the base game's price every time a chapter is out.
It's awesome that you want to support the game, and you can do it at will by buying cosmetics as you seem to have enough money to, but let's not force the average player to spend triple the current DLC's price by forcing them to buy DLCs.
The DLC system as it is already perfectly adequate. I don't see it needing changes...

I'm not going to be able to buy the chapter off that bat, I'm going to have to wait maybe a week or so but,I can put 5 dollars to the side when, I have extra funds but I'm not made of money either,I still have to buy the crow chapter, dredged and Michaela but I did buy Princess Heart 💘 and Hunk haha and I brought the Wesker dlc twice now,on Xbox,and PSN also Hunk twice arrggg 😔

Not at all, I don't buy skins any more though I have in the past.
I dunno where you are in the world but skins often cost more than an entire DLC where I live, which is just utterly ridiculous and I refuse to waste my money on this. Though as a former Nurse main I am embarrassed to admit I was stupid enough to purchase most of her skins... but these days I mainly play survivor and I only use free rift skins and I quite like default skins to go sleeper mode
I will not say no to free skins most times though but I will not buy any DLC for skins

No. Cosmetics don't influence my buying decisions at all. Perks and Killer are my interest for DLCs, since the maps are free and the survivor is just a perk delivery skin.
