About the Knight bug that prevents chase from starting after he use his power.

When using a the knight, when guards are patrolling the map and the guards are chasing a survivor, the chase is not initiated even if the survivor is near the knight.
Of course, the knight cannot catch up to the survivor for a while because he cannot gain bloodlust either.
I would like an answer whether those phenomena are bugs or specifications.

It's so frustrating. He has so many bugs and I doubt any will be fixed this year.
