Does the Dredge grab survivors locking lockers?

start of the game i teleported to a locker with darkness revealed and saw a survivor locking the locker. no grab though? i just got to the locker and had to leave it. i was almost certain you grab survivors who lock lockers but it just didnt?

    Probably some latency/validation issue?

    the locking animation for survivors is also pretty short
