Yes he can with the right addons.
same goes for Sadako btw, as well as Pyramidhead (though if you count cages as hooks then not)

No offense, but the way you said this made it sounds like Pyramid Head and Sadako have add-ons to mori, they just have built in mori systems that work under specific conditions. Not trying to start a fight, just clarifying for you.
