Just a curiosity. Is it random or based on prestige level?

Partially.
Higher prestiges increase the spawn chance for higher rank add-ons, offerings and items in the bloodweb for that character. They don't guarantee anything, but they alter the spawn logic.

P100 BW has guaranteed 2 iris every level.

That's really nice. I'm slowly levelling up a single survivor up to prestige 100 to always have items without worry about it. I'm at P23 now. As for killer, it's really tough
