You can't record a video then upload it to youtube?
(I've never tried to do that with my consoles, so I don't know)
Or is it you can't report at all?
Usually what you do is:
1 - record a video of the game
2 - report in game
3 - upload the video to youtube
4 - report with additional information filling the form and pointing to the video
