Are these considered actual strats in this game?
Hitting a person on a hook? Letting all the survivors bleed out for 4 minutes? repeatedly crouching so a killer chases you?

Depending on context, the second two can be.
There's not really any benefit to hitting people on hooks, so, I don't think anyone would call that a strat per se.

Yes. All are completely vital to DBD.

It cancels the sound of the survivors scream when they get hooked. I do it every time I hook a Feng, because I prefer it when my ears aren't bleeding.

If the scream changes go through, the strat would be saving my ears.

The last 2 can be viable strategies, if survivors with say boil over are going to areas where you can't hook them bleeding them, out is your only option. Teabagging a killer to get them to chase you also exists, although the survivors who do that tend to be cocky and will get downed 10 seconds into a chase.

Hitting the person on the hook is the Otz tech, it causes their sacrifice timer to go down a little bit faster

In theory it could cause a survivor in the second hook stage to miss a skill check, but I have never seen that. Normally it's the killer that's more tilted then the hooked survivor, who gets his ego boosted by knowing they got the killer malding like mad by running them for 3+ gens.

I've seen people teabag tactically to get aggro and kill pressure but it's still a bit toxic in my opinion.

I sort of ignore them in that I won't chase them unless it looks tactically wise to do so. I normally don't tunnel and make sure to alternate hooks but if somebody teabags I don't give them that consideration and will tunnel them out if that's the best tactical option so I guess that could kind of be considered drawing aggro? It's just in a way that makes me play sweatier and the survivors less likely to escape instead of nicer and the survivors more likely to escape.
(Recent story if interested) I had a 'let's teabag after every pallet' survivor type on the Game. I was doing a pallet break challenge, though, so I had played a Game offering and was using Hillbilly with LoPro chains and Spirit Fury, Enduring and Hubris. It didn’t turn out well for the teabagger. It seems that teabagging a Billy with LoPro Chains equipped at a pallet, especially when injured, isn't a very wise tactical decision.

I would not chase a survivor like that either, giving in and chasing them is what they want you to do.

that is just a design flaw for letting hooks disappear when a survivor dies on the hook which everyone just seems to agree with oddly enough

Yes. Cause when I down then 10 seconds after they tea-bag they usually DC or I get to give them a smack on the hook and some nodders knowing they feel stupid as hell.

I understand. It also depends on what killer I’m using. Blight? All day long, I’ll take the bait. Trapper? Nah probably not.
When I play survivor, I’m admittedly the pink hair nea teabagging and begging for chase lmao. I hate gens.

Hitting someone hooked cause "emotinal damage", that damage increase chances of flaming their team or DC.

I mean I see people intentionally spam smack people on a hook to get them to dc or give up and increase their chances of winning by moving on to the next camp target. So I guess so? The other two I would just call toxic.
