Dead Hard Doesn't Need A Nerf, It Needs a Competing Perk
I'm not going to sit here and claim that dead hard isn't a strong perk, because it is. I think that's only part of the reason why it's run so frequently though. The fact of the matter is that it's the exhaustion perk with the most interactability and highest skill ceiling. Every other exhaustion perk in the game, save SB, is activated under very specific circumstances. And SB isn't exactly a perk that has any sort of learning curve to it.
If we want to see a drop in dead hard usage, I think we need to see another new exhaustion perk. Even if dead hard were to be nerfed again, it would still be the most used exhaustion perk because it's simply the most fun one in the game. What we need is a perk with a similar amount of flexibility, interactivity and skill ceiling comparable to that of dead hard to ever really see a drop in dead hard use. We have 7 exhaustion perks that boil down to "X thing happens, you get speed boost". We need more perks that do something unique.
TLDR; The way to see dead hard less is for the devs to make new exhaustion perks that are as fun to use as dead hard, something that's not just "do x to get speed boost"

Here’s the buffs I would give to the exhaustion perks.
Smash hit-When you throw down a pallet break into a sprint at 150% for 3 seconds. If you stun the killer by any means or blind them break into a sprint at 150% for 4 seconds.
Head on-when you enter a locker the perk activates instantly. When you rush out of the locker stun the killer for 3 seconds and break into a sprint at 150% for 3 seconds(NOTE does not stack with smash hit).
Overcome-When you get damaged retain the speed boost for 2 seconds(if your injured and you get hit with BT or any endurance you get the overcome effect).
That’s pretty much it the other exhaustion perks are pretty much fine I would give a nerf to adrenaline but I’m not sure how they would react

Well, I’m always down for more player interaction and nods to horror genre. Personally I think that if you use DH and successfully endure a hit, 3-5 seconds later your trip and slow your self down temporarily, giving the Killer a chance to catch up. Having another survivor nearby like 8m will prevent that though.

I also feel as if Balanced Landing could have it's duration extended, since you need to be in specific parts of the map to use it (and on some maps, you cant even uses it anywhere).

Correct. We just need more alternatives to DH. Which is in a pretty good spot right now, but has little competition. Buffing other exhaustion perks would change that.
Meta perks shouldn´t be nerfed per se. Non meta perks should be buffed to be on par and offer alternatives. More choice means a variety in loadouts. Kinda like that first month after the meta shake up. Where streamers tested and showed new wild builds. That time was very exciting for me and i hope for more of that in the future.

I disagree, I think that would just mean there are now 2 exhaustion perks that are better than the rest and those 2 would be used and still dominate the meta.
The problem with buffing existing perks to the level of the current meta is that with some perks there’s no way to properly do that without making them overpowered because of the nature of what those perks are and what kind of effects they have, and the nature of what the meta perks are and WHY they’re meta. That’s not to say BHVR shouldn’t buff weak perks, they absolutely should, but the standard for a “strong but balanced perk” is too high on both sides.
If all perks were similar in strength to the current meta, perks as a whole would become too powerful and too game-changing. The only way to fix this is by buffing weak perks while also toning down the meta perks at the same time. BHVR tried to do this with 6.1.0, and it did help a little, but it wasn’t enough.

Finally someone said it,,,the thing is you can't buff any other exhaustion perk that isn't smash hit or head on,,,smash hit is never played outside of archive challenges and head on is more of a meme than an actual exhaustion perk

Its funny because thats the common survivor opinion about other killers in comparison to nurse.
It'd be nice if " buff the weaker to match the top" be applied to not only one side.

The last thing we need is another overtuned exhaustion perk. Exhaustion perks in general are just a big hinderance to balance and IMO should be removed.

"Good balanced" and "Fun" can exist at the same time. I don't know why everyone here seems to think that for a perk to be fun it has to be grossly overpowered.

Do you know what even more funnyer is. We complain over DH as long as the perk exist, but it is still at the same fustration lvl as bevor, but all the Killerperks, the survivors complain about (Ruin, Pop, Unduing Erruption ), got nerfed into the ground where no one will even think about using it again.

I dont think the other exhaustion Perks should be balanced around DH. I think Dh alone is to strong if the devs dont want too rework it, than make DH a one time use.
I also dont think DH is the most skill full exhastion perk. I think Smash Hit, Balanced Landing or Head On require more skill. They are weaker, because they are harder to use. DH is only exastion Perk, which can be used at every single point of the map and the only one to fix your mistakes. Do you know what the only Killerperk is, that fix your mistakes instantly? No, of course you cannot, because there is no perk on the Killerside. The only perk that can fix problems, which you did in the round is NOED.
Also if you buff all the other exhation perks too the lvl of DH, than playing Killer will be more horribly as it is now. Its so frustrating to get hit by DH as Killer. Its the same like you have a gen 99% get hit by Erruption wait the Time too work on the gen again and than the Killer comes kick the gen with CoB, Overcharge and camp the gen until the gen is under half way. If the Survivors complaining about Erruption is frustrating and Erruption gets a nerf because of that fine, but than PLS nerf DH too. (I agree Erruption needed a nerf btw, but DH also need one!)

It needs to be gutted, not because it's op still but because playing around it every chase has become boring again. I'm honestly not sure weather dh will be left alone because so many people will complain or nerfed because so many people do complain.
Also what are you going to do to other exhaustion perks? Lithe, SB and SH just last longer? That just sounds dumb.

I disagree. If you nerf dead hard to the point where it is easy to bait out and does not provide reliable second chances in the match. The perk will lose popularity and lose meta viability. I also think that running no exhaustion perk might be more common for survivor because other exhaustion perks are not as effective vs higher end killers as dead hard is. alternatively, survivor will opt to use Lithe and SB as exhaustion perks but because these exhaust perks are unreliable by the nature of their design, exhaustion mechanic will have less impact as a whole. you can see this as positive or negative. The positive side of reducing survival mechanics for survivor is that the game is more pure such that perks have little impact on the match. The negative side is that it turbo buffs killer-tunneling further and limits survivors ability to make creative plays to extend chases.
