Why nerf Killers that nobody plays?

Just curious what the logic is about this. If a Killer has a super low pick rate like Billy and the Twins why not spend the effort making them more fun? Doesn't that make more sense from both a gameplay and business perspective?

    While yes, that would be the logical thing, rarely does logic enter the final stage as everyones crying out for different things.

    Not every character is gonna have a stellar usage rate tbh. Every multiplayer game has at least one character, class or whatever that is perfectly fine but not used a lot for XYZ reasons. It's just how it is.

    This killer is dead since overheat addition, and if BHVR still didn't reversed it, seeing his extremely low pickrate and killrate, that means they just don't care.
