Hillibilly fails to down survivors

I am a noob player (100 hours in game). As a killer I mainly play the Billy. In many cases, in the endgame, if I hook a survivor, he is then unhooked and I manage to saw him close to the exit gate, the survivor is not affected at all (he runs away) even if Billy still gets stunned.

 I don’t know if there is some game mechanic behind this, or if it may be a bug. Just my 2 cents.

As explained in the comments, this is not a bug. When a survivor is unhooked they have an Endurance status effect applied to them for a limited time to protect them.

    Not a bug, this is the endurance status effect. It prevents killers from instantly downing survivors when unhooked even if the ability is an insta down. Simply just go after the person unhooking with your saw and kill them instead.
