There should be a concede button under limited circumstances
There are some situations that you can run into that end up being quite frustrating, and in my opinion could be solved by adding a concede button in the pause menu that would only appear when certain criteria have been met.
For Survivor, one of the most annoying things that can happen to you is a 4 minute bleedout. There really isn't any reason for this to be in the game as it is, as it only serves to drag the game out, usually for BM purposes. The concede button should appear after being slugged for an extended period of time (or maybe if the bleedout bar has been depleted by a certain amount), let's say about a minute. Pressing it would cause the Survivor to instantly die, and award points to the killer as if they were sacrificed.
For Killer, a common annoyance is getting BMed at the exit gates. You can go hit them out, but it is pretty annoying, and getting tbagged at the gates can be unpleasant for some people. For Killer, the concede button would appear once the Endgame Collapse has started, and would cause all Survivors currently still in the trial to immediately escape (even if they are hooked, so the killer can't get an instant kill). This would remove the need to force Survivors out of the gate and allow everyone to get to the next match much faster.
I think this idea would cut down on opportunities for BM pretty significantly. Both of the situations I've described tend to make the game more unpleasant for people, and are in my opinion unnecessary.

I don’t think a concede button to end a game early so you don’t have to see survivors in the exit gate is unnecessary. It is not hard to just push them out. Take the L and go next.
As for being slugged, I’m kind of impartial to it. I’m overall not a fan of giving concede / give up buttons, but being slugged for the whole timer can be annoying.

The idea is that a Killer can't use the Concede button to quickly secure a kill. You're not meant to use it if you're trying to secure a kill, it's meant to be so you don't have to push the Survivors out of the gates.
I'm not saying to remove slugging either, it's just there's not really a legitimate gameplay reason to bleed someone out for 4 minutes other than BM. If it's a 2v1 then it should probably go to a Hatch game anyway, no need to drag the game out for minutes at a time.

I mean, the whole idea is to cut down on BM opportunities. The concede button is literally a "Take the L and go next" button. That's the point.

If someone is on the hook, then they would immediately escape. It's meant to be used if you've already got a kill and the Survivors won't leave, or if you don't want to bother with camping someone for 2 minutes for an extra kill.
While it's true that BM will always exist in games, you can limit the capacity to which it can be done. These are two pretty common complaints that can be solved quite reasonably.

The killer already has the ability to deny endgame hook trades though. You can't unhook a Survivor if the killer doesn't hook them in the first place.

You're assuming every killer will always instantly end the game when the EGC starts, which won't be the case. You've even contradicted yourself by saying "no killer will ever use this option" and "the EGC will be thrown out the window", those are literally polar opposites. People will still play the EGC for extra points and the opportunity for an endgame snowball.

My biggest concern would be people trying to do challenges miss out because of players conceding and players already quitting kills the killers score which is frustrating. I would want dcs and such to count as 3 individual hooks per DC to help killers BP score

Yeah I hate that too. Dcing should both be punished more and shouldn't negatively impact the killers score (with likely buffing survivors getting points for players quitting). I'd also say the same goes for players who intentionally die on hook early on

Yeah dying early on purpose I wouldnt say should be given a temp ban or anything but I do think the killer shouldn't have his score reduced because of it
