Oni mains, What is the blood fury cooldown?

I'm new to the Oni and loving him, however I noticed certain addons mention reducing the blood fury cooldown. What exactly does it do? Does it even make a difference? I get the demon dash cooldowns, that's the running ability. how does a cooldown affecting the blood fury power work?

Blood fury cooldown is when your power expires

when his power runs out he's essentially slowed down for a second or two before returning to normal
cooldown addons reduce the time, making you return to normal quicker
