is Sloppy Butcher bugged on Nurse?
I just played againts Nurse and she applies Mangled (slower heal) just after blinking and hitting you. It doesn't give you the Hemorrage effect tho. I don't think that Nurse would run this perk without knowing it is bugged because as you know, Nurse can't apply effects with her blinking attacks for few months now.

They made her blinks & chain blinks no longer be basic attacks in a recent-ish patch. It affects a slew of things, so now you're better off using information perks instead of Sloppy Butcher or things that apply the Exposed status effect.

Yes, but it seems like Sloppy butcher still works for slower healing for her (which should not since it is basic attacks only).
