How is Nemesis not at least A tier
Those freaking zombies have kept me off gens and gate better then some killers.
Not to mention when one just decides to hook camp.

The zombies' effectiveness being entirely reliant on RNG, and there only being 2.

Slap on the range and speed addons for his zombies and he honestly is

Because for every time the zombies bat you off of gens or camp a hook, there are another 4 examples of them making out with a rock, or a tree, or each other, and probably two of them being a hinderance in a chase.

Grass is greener I guess, cause if I had a nickel every time I had a zombie hanging around gate I would have like 5 bucks

The zombie experience playing as survivor vs playing as killer is insanely different. You always remember the more negative experiences - as killer, seeing them doing nothing, and as Survivor, them being a nuisance - and the flip side experience is one you likely objectively see less too. It's harder to see them doing things as killer, and it's harder to see them stuck somewhere as Survivor.
It's a matter of perspective, and unfortunately my perspective involves playing more Nemesis than I'm comfortable with for the "Break 50 pallets, generators, or Breakable Walls" challenges.

I’d argue he is. He has some of the best anti-loop in the game, especially at tier 3.

He needs to hit people 3 times.His power starts in tier 1 which is almost useless.His infection does almost nothing.His zombies are hit or miss.He lacks ANY good addons.
Survivors just running away from 3 speed boosts is already insane,good luck recovering from that.Your first chase as a result is rougher than most killers.In tier 1 survs can just predrop vs you with a great deal of success.Survivors can crouch at windows to prevent a hit.Even if you have a strong first chase you are still not tier 2,so the start of the 2nd will also be rough.
Having such a rough early game means you will lose 3 gens before you know it,good luck recovering from that.
Vaccines + ease of bodyblocking makes nemesis a poor tunneler.
Infecting random people does almost nothing.Unlike wekser which gives you an easier hit on top of an instadown,nemesis just makes them cough and allows your power to work...
Addons are also a huge part of A tier killers.Besides Nurse,blight and Phead every A tier killer is there by virtue of their strong addons.You can't expect an addonless nemesis to compete

A killer that has to rely on RNG to do well should not be considered A tier or higher.

His zombies are RNG, and their pathing is comparable to throwing a potato down the stairs. They lack to ability to do any real patrolling besides randomly walking around. They frequently get stuck on obstacles, and the 1 or 2 times they can be useful do little to make up for all the times they get in your way during a chase or when you're carrying a survivor.
A well-placed zombie can be a pain in the ass, but that's about all it can be. Annoying.

His zombies aren't really an addition to his kit. You only see the times the zombies do provide value as a survivor. As Nemesis you see them get stuck on every object imaginable (although this has gotten better), bodyblock you in chase, ignore survivors that are right next to them and walk into areas where no survivor would ever set foot.
Zombies are incredibly gimmicky. If they do work, they can win you an entire game. If they don't work, they are useless at best and a hinderence otherwise.

He's super underrated. Zombie gen stall is really undersold. I've had zombies make gens completely unworkable before in 2 story buildings. And if it's a console Nemesis, the tentacle will hit. Just generally speaking, no matter where you are in relation to the tentacle, it's going to register as a hit. Even if the Nemesis is in another lobby and you're facing a Freddy, the tentacle will still land on the players in the Freddy game.
