Why they nerfed Play With Your Food?
They added a cooldown to gain stacks, so i cant uncloack and decloack with wraith to get stacks, which is kinda sad because i was playing with Game Afoot and Furtive Chase just to get easier chases with obssessions

To be fair if it didn't have a cooldown then, as you say, it would be pretty busted on Wraith :p

Thankfully Wraith was much more garbage-tier back then too so it wouldnt have been that crazy.

The cooldown is basically how long it actually takes to lose chase, so you can't just bing bong, lose chase, uncloak, and bing bong again to gain 3 stacks in like 8 seconds.
