Because it's made by a different company.

Because they’re different companies. BHVR doesn’t work on the Mobile version of the game.
It doesn’t excuse how slow they are to give more cosmetics for more characters though. Part of the fun in playing video games is customizing my character.
Also, did they steal that Froguette design from an earlier community Artist entry?

Yes I saw it on Twitter, but didn't know about the mobile version is from a different company anyway is under their title so 😶

On that last bit, I can confirm that Claudette's outfit design was not taken from one of the past cosmetic contests. Only a select few people at BHVR see the entries, and even fewer see the finalists. Outside of the winners, which are posted publicly, we do not share the other entries with anyone, including the DBD Mobile team which is a separate team outside of BHVR.
Of course if the artist chose to post their entry publicly, there's no telling who may have seen it. But given that frog kigurumis are a real thing and have been around much longer than the cosmetic contests, I would assume it's much more likely that the outfit was inspired by the dozens of real world counterparts. If I recall correctly, this outfit has far more in common with those real world versions than the design you're thinking of.
For context, we've received thousands of designs over the years. When new outfits are designed so frequently between two separate teams, it's inevitable that there will be some similarities to past entries. But I can confidently say that the vast majority of submissions do not even make it past the first stage of judging, and the designs that are not selected as the winner are not stored or shared with the art teams for either game.

Thank you for clearing that up. I was just excited to see it (being obsessed with Claudette and all <.<). I should have known better and honestly, I should have used the word Used or borrowed rather than accuse anyone of anything unsavory. I also didn't know that about the frog kigurumis, thank you for enlightening me.
While I don't deserve it, I do implore you to get the art team to introduce one for Claud! It should have a custom animation of her hopping around when crouching repeatedly rather than the t-bag animation. I'll pay big bucks for it.

Maybe thats for the best. Even with their "increased production", i still see the same top 5 survivors getting new cosmetics daily anyways which is annoying. But oh well.
But if i think about it, both companies sure love feng and shes about to get her what 6th new cosmetic for this year on core. So, victory goes to the spoils i guess while the others are forgotten or recycled with old cosmetics for sales unfortunately

Not the same company.

People keep complaining that the mobile version gets more skins but once we get alot of skins again, people complain that its just a cash grab and they should focus on content instead.
Despite it being different teams who work on cosmetics and content..

I didn't know that they were separate, that's the point. Cannot understand how long it takes the process from one to another, but is completly insane the amount of cosmetics that they release

If it helps you visualise, BHVR work entirely on core, meanwhile BHVR and NetEase share development on DBD Mobile (and I'm almost certain that BHVR does the gameplay and NetEase the cosmetics).
But even if that isn't the case, the fact that they collaborate means a lot in sheer numbers. BHVR have ~1200 employees as of 2022, while NetEase have over 31000.
