Surveillance - An Amazing Perk That Should Be Meta But Isnt...
What is Surveillance?
Surveillance is a Shareable Perk that comes with The Pig; whenever a Generator is damaged by any means, it is highlighted white while the Generator regresses, when the Generator stops regressing, it will instead be highlight the Generator in yellow.
Why is this perk so amazing?
With the current Killer meta being shifted towards Pop Goes The Weasel, Hex: Ruin, Scourge Hook: Pain Resonance, and Jolt, Killers often use one or two information perks because of the lack of "good" regression perks. A direct counter-meta was formed by Survivors by using Distortion, a perk that blocks Aura Reading, reducing the effectiveness of information perks.
Surveillance has many factors that makes it fit into the meta so well. With passive regression from Jolt, Scourge Hook: Pain Resonance, and Hex: Ruin, Killers can have reliable information over a large area, but can still have the ability to manually apply the perk if they wish to. Among other things, since it is not direct Aura Reading of the Survivor, it completely counters Distortion, Off The Record, and Boon: Shadow Step.
Why isnt it used?
Well, there are a limited amount of perk slots, and people would prefer direct Aura Reading to know the exact position of Survivors instead of what could be assumed to be approximate information. It is also import to note that certain Killers are unable to make usage out of Surveillance due to their large Terror Radius, which provides a huge warning and prep time for Survivors to run to a safe area anyways.

I use it on Spirit all the time, the information the perk gives you is really powerful.

With Spirit, by main build is: Jolt, Surveillance, Hex: Face The Darkness, Hex: Thrill of the Hunt.
With Spirit, having at least one Survivor injured is pretty much easy, you basically have Hex: Face The Darkness up for most of the match, and with the smaller Terror Radius, you have the ability to proc the screaming effect more consistently (and it can proc mid-chase since the Terror Radius is where the Husk is while phasing, not where the Spirit actually is, and since it is a screaming-based information perk, it helps you in chase even if you dont get the Aura Reading).
Hex: Thrill of the Hunt makes totems take 28 seconds to cleanse, and since Hex: Face The Darkness takes 25 seconds to make you scream, you physically cannot cleanse H:TOTH while H:FTD is up, and you cant cleanse H:FTD while H:TOTH is up. You literally do not have to worry about totem defense the entire match, and get free information the entire time.
Jolt and Surveillance is a given, it's free information and regression, and since Spirit is really damn good at ending chases quickly, you can easily start snowballing regression/downs. H:FTD also doubles as a snowballing perk by effectively making hiding impossible; if you have two downed, you will know where the other two Survivors are. Best part is if H:FTD and H:TOTH do get cleansed somehow, Jolt and Surveillance are strong enough on their own with Spirit to do well.

I use it with Jolt on Freddy. Coupled with his teleport it's really useful. Any killer that has a teleport or someone like Artist could get really good value from it, and pairing it with Jolt means you don't even need to kick that often.
I would say on low-mobility killers though it's not really as useful because it's a lot harder to capitalise on the info, unless you're 3-genning.

I think the perk is weak but I do use the perk on one exact killer. That killer is the Knight. It has to do with the fact that he can kick gens from a far making the perk a good information perk and gen pressure tool to push survivors away from gens.

It's convenient to have it, but the gen rush is so serious that there's no such frame. It doesn't lead to shortening the chase time either.
If there are 6 killer park slots, I can adopt it, but it is impossible at present.

My main build is Surveillance so I can know if survivors return to generators, Knock Out for Pressure On Slugs and so I can Pressure Other Generators, Jolt For Slowdown/Regression which also combos well with Surveillance, and for Survivor Information I run either Thwack or Face The Darkness.
It gets me 4ks all the time.

Part of the main issue with surveillance right now is that the gens most likely gonna pop either way unless you're playing specific killers. People are gonna get back on it the moment you start chase, and by the time thats done they've probably done 40s worth, which considering you're most likely going to find it at about 30-50 seconds of progress in the first place, it's going to be done before you can save it.
If regression wasn't utter dogshit like it is right now, maybe it could work, as you'd have time to defend it.

I actually wonder, with the new Chapter releasing, is Forced Hesitation a good replacement for Knock Out on that build?
20% Hindered is insane, especially on a Killer like Spirit, but not too sure if the 16-meter range makes it worth using or not.

The range is kinda mediocre and if they increased it then it may be a nice alternative to knock-out. But as of now I’m not going to use it.

Surveillance was better when Gen regression was at an all time high
But then more perks that are similar have been added...
Call Of Brine: Turns the Gen yellow and notifies the Killer when a Survivor hits a Good skillcheck
Eruption: Turns the Gen yellow and gives Aura reading if any Survivor(s) are on that Gen when a Survivor goes down
My build for the Pig is:
Oppression- RNG for multiple Gens to start regressing and a difficult skillcheck
Surveillance- To make the Gens that I kick and that are affected by Oppression turn White
Corrupt- The 3 farthest Gens are Blocked till I either down a Survivor or the timer runs out
Whispers- Any Survivor within 32M activates it (so I spend less time looking for Survivors)

I love Surveillance. Knowing where to go and when is so helpful.

Because most killers literally cant capitalize on the information or they have to over defend one gen causing others to be done.

It is very nice at times, but leaves a little to be desired since it expires once the generator is finished regressing.
