Distortion working on hook (consuming tokens / recharging)

It seems that with the new patch, a bug slipped in concerning Distortion.
It consumes tokes on hook and also recharges. I don't think this is supposed to happen. Have others encountered this too?
Platform: PC, Steam, Windows 10
