What does it mean when a player's name is literally the name of the character they are playing?

I am seeing this A LOT. A Feng Min with the name Feng Min, so I know people aren't actually taking these names. Also, it's usually players with the globe icon next to their name, and I'm on Steam, which I assumed meant they were console. Are these bots? Are they making their players names private? How the heck do you report these players, if so, when you can't see their actual player names?

So, when they hack, how do I report them? Because we know ingame reports alone do nothing.

It does not affect the reporting system as their unique ID you can get anyway.
