Can you get banned if you tell someone on the end game chat that you reported them but you didn't?

I encountered a very toxic killer and I told him that I am gonna report him but then only after I remembered that being toxic isn't a bannable thing.

if you report them, or if you don't report them, nothing happens to them anyway

No, making false tickets to support can get you banned from making more support requests but you can't get banned for saying you'll report someone in game.

I mean I think you can still report people for being toxic. They probably just won’t do anything about it?
