Skill check speed accelerated??

I was playing as Mikaela against Wesker on the western map. I was self-healing at my blessed totem and the first two skill checks were normal, but then suddenly, the next two started at regular speed, and then when they got to maybe 10% they suddenly accelerated to about 4x speed and I instantly failed them. Is this a Wesker perk or a cheat, or did I hit a lag spike or something?

The perk coulrophobia causes healing skill checks to move faster while inside the killers terror radius.

I wasn't inside the killer's terror radius. Also, as I said, it started slow and then suddenly jumped in speed by about 4x. I've played the game since 2018 and have never seen anything like it.
