There is even no cross-progression between microsoft pc game pass game and microsoft xbox game pass game. :)

You don't.
There is no cross progression. There is only cross play which means you can play with people on other platforms, but your progression is locked to that specific platform. Stuff you have on Xbox stays on Xbox, stuff you have on Steam stays on Steam, etc. etc.
So if you're making the switch from xbox to steam then sadly, you get to start all the way over in terms of items, addons, prestige, cosmetics, dlcs you own.

Maybe in the near future for other Plattforms? Today BHVR added the Option to merge Accounts from Steam and Epic with your Playstation-Account. However Cross-Progression doesn't work (yet)
