PC - Can't place drones as The Skull Merchant

I just played a game on the Family Residence Map where I, as The Skull Merchant, was unable to place a drone the entire game. I could still check my radar, but the option to place a drone never appeared no matter where I was, the entire match. This is the first time this has ever happened to me so I am unsure how to replicate it, but it made the game very unfun since I essentially did not have a power. Unfortunately, I did not record the match, but any recording of it would just show me walking around with the option to place a drone never appearing on the bottom of the screen.

The log is attached. Note that I played another game as Wesker before uploading the log.

    This happened to me too a while back when SM was first released, but it hasn't happened since. I saw one other person complain about it.
