Why do some people have the perk overlay and others don't?

Watching my friend play the PTB and she's got this little perk overlay on her hud

but when i look to see it's nowhere in sight

  Maybe they changed something about it? Or maybe they forgot to turn it off for this PTB (more likely cause?)
