What is more important in balancing - Fun to play AS or AGAINTS?

Which side should have bigger impact in terms of balancing? If you have Killer that is fun to play but bad to verse, should he be nerfed / changed? Or what if the Killer is fun to go againts but not much to play as?

    Ideally it should be both.

Since a killer who isn´t fun to play is a killer you won´t see much.

Killers should be more fun to play as then play against.

For instance: I like playing Doctor. Survivors hate my guts. I don’t care because I like playing him. Still only get 2Ks. I don’t fully mind since I’m playing giggle simulator.

Now if it’s supposed to be fun playing against (usually meaning super easy counter play or straight up items to counter it): I like playing HUX, Survivors laugh at me, my power becomes useless, I get T-Bagged at the door, I hate the game.

Killers are obstacles for the survivors objective, they shouldn’t be unfair but also shouldn’t be “Fun to go against” because they feel easy to disadvantage. It’s a balancing act that BHVR sucks at. Now if they made the game feel more fun in general then it would probably nullify this argument.
