Those options have been added with today's patch:

In case you changed the fps via GameUserSettings you need to uncheck the "read only" since the file itself has been updated with today's patch. Save the scalability options somewhere (and whatever else you may have customised), then uncheck the read only, start the game, close it again, go back to your files and change your GameUserSettings to your personalised settings.
