It's been a week. Killers aren't often nerfed this quickly.
That being said, his Tail Attack needs adjusting.

They don't typically touch anything this soon, that said just based on the amount of feedback I would be shocked if they didn't touch up several things about him(tail cd, more heads up attack is incoming, turret effectiveness, power recovery rate, etc.)

They could have fixed his tail spear miss slowdown which is non existent now

Well thats unfortunate because thats the thing that makes killer so oppressive in chase. Now 2 weeks will pass and we won't even know how he really feels because of the bug making him much stronger than he is and making people ask for more nerfs than are needed

Nurse (7 years) - ok.
Blight - ok.
Camping bubba - ok.
Camping every killer - ok.
Tunneling every killer - ok.
Very average new killer that can be easily stripped of his power (unlike Nemi, Demo or Wesker) - NERF IMMEDIATELY!!!!

Eh? I think the missed attack CD is definitely making it feel more powerful than it really is, but the fact does remain that Xeno can still feel pretty oppressive even if the bugged CD doesn't come into effect.

The killer needs some adjustments. It feels super oppressive in the current state, between the tail attack and the tunnels plus lack of turrets doing anything most of the time. I think people undersell what this killer has base kit, You literally have 2-3 killers powers packed into one killer with minor downsides.

Absolutely.
It seems like our community doesn´t want decent new killers. But prefers killers that are pretty weak. See Singularity. No one complained about Singularity and no one is playing as it. Because survivors can turn the power off.

I really hope they aren't keeping him this way to bolster sales and draw in new people because of easy games due to said bug that would be nuts...but I'm an overthinker lol don't pay me any mind.

Nurse with 4.6 speed fatigue. Miss a blink attack and still stay right behind survivors.
There you can image how balance in chase Xeno is with no speed debuff punishment.

What kind of adjustment? I could only see maybe bit slowing down xemo speed after missing so he does not instantly catch up again but that would punish more console xemos so that's why I don't think he should be nerfed. He is fine the way he is on console, not every killer is supposed to be weak.

The reworks required to fix all of these are far more extensive than what Xeno would require. Nurse in particular needs a complete rework and a different power. All they need to do with Xeno is make the turrets slightly more threatening and slow him down more after a miss.

Look MfT. People are complaining about this perk countless times but perk is still here. They will watch it and collect data before action.
They can't balance game around conole players? And they never did before.
PTBs always on PC and it always PC players are suggesting changes on PTBs.
I am not saying they should not improve his gameplay for console players but just because console players has hard time, we can't leave things like as they are.
Should we buff Nurse and Blight for console players? Because they are easier to dodge than PC Nurses and Blights?
