Why was clown nerfed?

Clown can no longer throw bottles down. Is this intentional? is there plans to revert? Why nerf one of the weakest killers in the game?

This might be a glitch, I can't find that in the patch notes. If you see it patch notes though, could you show me?

They sometimes making changes without mentioning in patch notes. Happened before.
