Everyone is gonna hate me for this suggestion.
Okay let's rip the band aid.
So we all know how grabbing players off the hook was made to help prevent facecamping hooked survivors.
Very nice change at the time.
However if Behaviour plans on adding the new self unhook system, (I'm not a face camping killer just because it sounds hella unfun to do instead of just playing the actual game.) then I think it would make playing killer an absolute drag, as you have to absolutely avoid being by the hooked survivor, and if your chasing a healthy survivor to said hook you can't go in for the grab. So what can a killer do, that is simple chase other people across the map. Right?
I personally think with the new hook system it will be nice for survivors for sure, but as killer it will make doing certain things such as looping around the hooked survivor's area just straight up dangerous and unfun as you then have a part of the map you always have to avoid until a survivor unhooks them, or they get off the hook themselves.
But I think what they should do since the new mechanic is coming out with the new PTB, I think they should rework the grabbing survivors when they are trying to unhook into something that can be done again, but has a 1 minute 20 second cooldown before you can perform grabbing a survivor attempting to get someone else off the hook.
Which would incentivize survivors to actually team up for the unhook.
Now I know I am gonna get lots of criticism, and some bad comments on this from many survivor mains, and a couple of killer mains. But I honestly think this should be reworked back into the game to some degree.
I play as both killer & survivor so I can see positives mainly for survivors for this next PTB, but nothing really for killers. Unless you be playing the Skull Merchant, or the kind of good thing for Trapper

Was the hook grab removal to do with facecamping? My understanding was that it was removed for the sake of the hooked person, who had to endure the annoying unhook 'dance' between their team mate and killer.

I don't think it's a good idea. We are finally moving away from getting reward for going back to hook (even pre-emptively). Why would we ever want to go back? As for both grabbing and AFC - if you find survivor before he's right next to a hook, you can get a down even before he can unhook. That's fine and healthy.
Staying next to hook and getting down without ever having unhooked person (which probably means next hook state for free on top of that) because your internet lagged in a certain way? WHY? That's just awful.
Sounds a bit of an argument like - now that survivor-favoring maps were changed to favor killers instead maybe it's time to bring back old hatch system - like why? Why do we want to have unfair crutch things back in game?
