Probably because he spends 90% of the gsme without it and it's far from his iconic look?
It's like asking why Leon's jacket and jeans from the start of RE2 remake isn't available, when he only wears it for the first 10 minutes of that game.

Pretty much, plus canonically, this attire isnt even official, its just something put together on a rush, which is why it simply looks like a bunch of wraps tabled around the body, rather than an actual suit, unlike the OG Nemesis.
Which emphasizes that its a prototype.

As little as it changes it should be in the game. It adds a bit of variety given that all nemmy players are using the same look atm..

It would of been nice as an option though, given he doesn't have many cosmetics, the option to wear it or not.
