Why can't the penalty timer tell the difference between intentional and unintentional d/C's?

I was streaming on Twitch, when my electric went down during a storm, I was given a timer, so when my stream came back up I just kinda had to sit and wait. Also I think the timer system is excessive to say the least. When there is a d/c there is a bot to fill the players place, however I understand the timer, but I think that it being able to go up to 48hrs is excessive. A 48hr timer takes the player out of the game for two days, and that isn't fair. What is the point of such a long time? It drives players out of the game for long periods of time, people who pay to play. I might be getting into a rant having to deal with a penalty timer, but besides that I still think the timer can be a bit too much. Thank you for your time.

    because intentionality is impossible to determine with 100% accuracy. "Leave game" is definitely intentional, but plugging your cable vs bad internet is more of a gray area for example

    How do you tell the difference between someone's power going out and then going over and unplugging their router? In both cases the signal just suddenly stops on the hardware level, who knows there might be a way but I can't think of one.

    Games used to give the benefit of the doubt a lot more, especially in that mid 2000s time span where internet connections were rapidly getting more common, but stable ones couldn't really be assumed to the extent they are today. Some even disregarded any DC match, not giving out a win or a loss for it at all and instead tracking a seperate DC percentage stat. What did you see as a result? Players with completely insane win/loss ratios like 72-2... and a 67% DC ratio.
