Did BHVR add a penalty for dying too fast in a match?

I just had a match with a hacker bot that insta-downs and hooks everyone at the start of the match, so I let go on hook and just moved onto the next one, but when I came back, I had a 1 minute matchmaking penalty. Not sure if this is BHVR trying something to prevent people from letting go on hook early into the match or if this has always been here.

    Nope definitely not intentional.

    maybe some kind of bug or the hacker you just faced had something to do with it?
