How will Ruin work after the Anti 3-gen change?

Will it count every time the gen starts to regress? Because if yes, then Ruin just became a perk that works against the killer...
Or will it count just as 1 regression event?

Because it was buffed. The penalty that Ruin totem being turned off after one survivor died is removed.

Ruin does not count as one of the 8 regression event at all. Surge, Eruption, Pain Resonance are counted though.

Then why was it included in the list of perks impacted by the new change?
