How to Fix Tunneling
Take all the survivor hook states and pool them into 12 hook states for the entire team. Then balance the game around 10 hook states, which is a draw and fair for both sides.
This allows all the survivors the ability to play the game till the end, instead of getting tunneled or camped out of the game in the first few minutes.
Then change MMR from survivor individual escapes to survivor team escapes. That means the win state is the same for the killer and the survivor team.

I'm sorry, but I have no positive sentiments about this idea, not even a constructive spin. It appears to be a change that could make the game more exploitable by inexperienced players or trolls. I am opposed to this idea in its current form as I believe it has the potential to be very harmful.
Could you please provide more details on how this system would not worsen situations and gameplay for other players when it is involving players who quit, sacrifice themselves on the hook, give up, or engage in trolling behavior? Thanks.

Trolling ruins all games. If a person kills themselves on hook, whether 3 times or 9, it would be the same situation. Games ruined. You can really base your opinion on trolling.

Why should survivors regardless of their skill level always be able to play to the end of the game? It's a 1v4 and the killer's sole objective is to kill survivors.
I don't get why people are so obsessed with wanting to balance the game around hooks when hooks are just a means to the killers objective. It would be like removing the exit gates and saying the game ends immediately when survivors finish the 5th gen.

Survivors having a shared hook pool will not fix anything. If the killer received some kind of penalty in the match for tunnelling (e.g. the other survivors get temporarily increased repair speed) then maybe, but even then they may just find a way around it.
