Glowing neon changing colors

Hello,
Is it possible to change glowing neon changing colors on scratch marks, gens aura etc.?
I saw one guy using it on stream.

There are color blindness settings that can change some of the colors. That's the only way I know of in-game.

Boon Illumination gives Gens and Chests a blue Aura. Could that be it?
