Buff Overcome
Overcome should receive the following buffs:
- If you are Healthy, any attack that would normally put you into the Dying State, injures&gives you the Deep Wound Status Effect instead.
- While afflicted with the Broken Status Effect, you receive 3% Haste.
- You retain the Movement Speed burst for 2.5 additional seconds.

Completely unnecessary change, overcome isn’t a bad perk but it’s also not the best exhaustion perk due to its effect requiring you to take a hit which is risky if the killer has a one shot attack.
that being said its strength is that you don’t have to do anything to activate it so it’s very easy to use and its in its own niche that pairs well with perks like Lucky break.

funny. I was thinking of overcome rework just two days ago.
The rework was following:
Press active ability button when walking to injure yourself and gain a 50% haste effect for 4 seconds. You become injured and suffer from deep wound status effect.
Overcome causes exhaustion for 60/50/40 seconds.
Overcome cannot be used while exhausted.

I think it is, but I can't quite tell for sure in text... Just for interest sake, why would I ever use this over Sprint Burst or current Overcome?
Maybe some outlandish MFT, Resilience build?
Regarding OP: this hard counters exposed? Kinda seems a bit targetted on Myers and Ghost Face, Bubba and Hillbilly, especially as it takes no activation or input from the user.

current overcome requires you to be injured but injure requires input from killer. this version takes away input from killer and gives all control to the survivor. that in itself is huge buff.
Sprint burst takes away control from the user. Overcome gives control over the user when to use second chance but they pay a health-state and the perk has strong synergy with MFT.
I was thinking of making a survivor build that revolves around Dead hard+MFT+Overcome+Decisive strike with the idea that you use overcome in chase 1 to activate MFT and when your get hooked, you use DH when your injured allowing to use MFT in all 3 chases. Decisive strike for extra anti-tunnel.

Yes, it counters the Exposed status effect too on top of Hillbilly's chainsaw, Ghost Face, etc.
(The 3% haste while Broken is for Plague.)

The only buff overcome needs is to work while under endurance (and not exhausted). This way, it could be used as an anti-tunnel build with OTR and Decisive.
I don't think a perk should have some "basekit counters" against some killers. If we went this way, we could argue that Botany should have some other effect if you are broken or there is a survivor broken in the match.
Overcome is almost fine. If you don't like it, you can always use the other Exhaustion perks.
