    Probably not but there is a risk, since it does nothing useful I would just not do it personally. As above though, BHVR wont ban you but if it triggers EAC then you're on your own.

    Is your entire account with risking for stupid icons? Your choice

    I've been using custom icons for quite a few years. So do my friends. None of us have been banned.

    Modifying Game Files in any manner (that is including custom perk or character images) is not condoned, and is used at your own risk.

    If the EAC does happen to flag the files and subsequently ban you for them, BHVR cannot unban you for it; that would have to be appealed directly with EAC.
