Have the Devs Said Anything About Buckle Up+For The People?
If I recall—though I doubt my memory is all-encompassing—nothing's been said about this pretty overtly problematic combination. Surely they don't mean for this to be kept in the game, not if things like hug tech—which increase killer skill ceilings without, so far as I know, being problematic—are getting removed. Surely the no-solution instant out combo that has literally no risk is getting the ax.
I just want to know if I missed when they said something about the combo staying or going.

They acknowledge the combo in a reddit ask me anything if I'm not mistaken. Will it be nerf tho? not sure
According to nightlight both perks remain in the 2% pick rate. I'm sure the sweaty 4man SWF is running it but most players just don't use it. If the pick rate was much higher I'm sure it wouldve already be on the chopping block.

Not to mention this combo needs… what… 2 perks, a niche situation where a survivor goes down near you, then you need to rush in and get them up.
When it happens as often as the current regression meta, then this can work on this combo.

They've mentioned looking into it but BHVR says a lot of things that never lead to anything. Like equalizing survivor sounds.

This is true, and likely why it won't be nerfed at all. It sucks to play against but strength-wise, it's really situational and using it actively takes one person off a gen for a long time. The "counterplay" is limited but the vast majority of people running the build definitely aren't escaping.

With this Twins rework/buff, this combo may be warranted.

They tend to take a wait and see approach first, usually for several months if perk changes over the last couple years are anything to go by. Plus if the pickrate is low then it might not get addressed at all since they'd probably prefer time and resources go towards changes that affect a larger percentage of the playerbase (they have limited bandwidth per update). Stakeout + Hyperfocus was another combo that was always complained about, but the pickrate was something like 1% which is probably why they never did anything.

Now that terminology is out of the way!
But my point, which you clearly missed, is that it takes two perks and two survivors being in the right place at the right time.
But back to what you believe is important: I actually believe it's called a combo. A 'build' is all four perks and the play style that makes it work.

this is the last perk or perk combo that needs a nerf on either side. I hope they fix it quick
