Why does the Cenobite still lose stacks on STBFL or Play With Your Food on his chain attacks?

Other powers that only contribute slowdown in chase like Clown or to an extent Doctor don't lose tokens. Why does Cenobite without either of the two add-ons that cause changes in health states?

Blame hens.
they nerfed interaction by making his chain count as special but now it has inconsistency with other killer powers.

That's the problem. It would make sense if they made it a special attack if you have an addon that makes it hurt survivors. It doesn't make any sense that basekit chains still make you lose stacks.
That's not Hens's fault, it's the developers for not solving this properly and going for the easy solution.
