Should killer be able to put their hex wherever spot they want?

The hex totem RNG sometimes is very dumb, I mean it's literally appear right next to a gen. Since survivor can make their boon whenever they want, why shouldn't killer be able to? To balance it out, make survivor's boon no sound or make the range of sound smaller. This should encourage both killers and survivors to use hex and boon totem.

    That would probably make it predictable tbh and easier to find. For example I guarantee a hex would never be in killer shack or on a totem near a gen. Killers would place them on more isolated totems but once you're familiar with totem spawns you'll find them no worries, without having to check the more obvious spots

    hex:undying gives 2 chances for a good totem spawn. i wish it gave 3 chances.

    You'd need some kind of pre-map start mini scenario where the killer would set up where hexes would spawn. That would slow the game down and also tell survivors that a hex was in play.

    It would also allow the more defensive killers to plop all of their hexes down in the most defensible area.

    I really like this idea but it would really not benefit 110% killers, like Slinger that has only his chase potential, or Hag that has a loooooooong setup. This 2 killers that by losing time placing their Hexes would be really late for the game. Slinger has to permanently be on Chase to maintain pressure, and Hag without setup is just Trapper with setup : really weak (joking btw). Moreover, these are Killers that have Hexes as Teachables, so just think about Adepts where if you don't want to place your Hex.es you just basically play with 2 Perks or even 0 Perk.

    The idea is good but in game this would make Hexes even weaker. The Hexes are already not that strong for the most part, now they would be straight up forgotten. I think it would just be simpler if Totem Generation was better overall. Good idea though :)

    Here's another idea I read and I wanna add to it, make the totem appear dull until x gen done, this would solve the problem that survivor could easily follow the killer and cleanse it
