Did BHVR really took that into consideration while balancing perks?

Why some of the killer perks can apply multiple effects by doing one thing?

Some of that is justified, in Scourge Hooks, for example: it's the same category of perks - you hook someone on special hook, you get some advantage with survivors.

But I don't know that BHVR seen some perks synergies.

For Example:

  • Dead Mans Switch was supposed to be a perk that was used in this matter: you scare survivors, they go off gens, gens are blocked.
    • Did BHVR took into consideration that survivors can be forced apart from gens by PainRes? Or now, Grim Embrace?
      • Those 2 are perks that are activated while hooking someone, but was it really took into consideration, while designing all 3 of those perks, that they can be synergized with each other? That Grim Embrace could force-proc Dead Mans Switch or that PainRes coul force-proc Dead Mans Switch?
  • First there was PGTW as a reward for hooking someone, then PainRes was introduced
    • Were there any considerations, that high mobility killers could proc both of these perks from one hook? Do BHVR think it's okay for single hook to lose -25% of gen, then -5% of that gen and -30% of what's left on top of that?
  • Same with Aura Perks or Survivor Revealing perks.
    • On their own some perks are strong, for example Nowhere to Hide or was it with Ultimate Weapon, but were it took into consideration that high mobility killer could equip more than one perk that reveal survivors?

I don't think BHVR is taking mobility of the killers (or ability to teleport, from recent killers, see Unknown, Alien, Singularity; a lot of killers now have Haste as one of the basekit effects) or similar perks into consideration while balancing this game - which is wrong, because killer perks are used in strong synergies, not on their own.

It's quite easy to see that most popular build typically looks like that:

  • Find quickly one survivor, by LP or just by common sense
  • Down them before first gen it's done - with recent killer basekit buffs and maps reworks it's easier than ever
  • Hook them on Scourge Hook, apply PR - given how close hooks are to each other it is also not a really hard task
  • Go to gen that exploded, apply POP - on high mobility killers it's also not a very hard task.
  • Run after survivor that repaired that gen, as someone had to unhook first survivor.
