Downed a survivor. They were down just long enough for me to climb through the window. Another survivor comes by, touched the downed one, and suddenly they're up and running again?

Insta-heal? This is a thing now?

It's most likely For the People, it's a Zarina perk that allows you to trade a health state with a survivor

After reading it, yeah, seems like it.

    That was just completely unexpected.

Most likely a comination of for the the people + buckle up which has become popular recently.
ftp: while healthy, instantly transfer a health state to another survivor (become injured, broken for 60s)
buckle up: reviving a survivor gives you both endurance for 10s
SWFs have been running it a lot lately.

Now all killers have to worry about healthy survivors running up around them right after taking someone down, FTP combos, grenades, flashlights. All wasting your few dozen seconds of chase.
