Suggestion - Specific perks not being allowed together.

Instead of having to make really bad changes that make perks either unusable or only usable in competitive settings, why not just make it so you physically cannot run them together.

No Dead Man's Switch+Grim Embrace - anyone on a generator as you walk away gets hit by the DMS lock because grim kicks them off, not even requiring pain resonance to get gens to lock.(I don't disagree with these perks being nerfed but the interaction together feels really bad.)
No Buckle Up+For the People - The changes proposed mean that Buckle Up is basically not worth using and For The People goes back to being a SWF/Comp only perk for people confident at looping while unable to heal.

If you really wanted to you could also just for the sake of letting new people know how perks interact prevent perks like No Mither and self healing perks from being used together.
