Power struggle not working

I am running, unbreakable, tenacity, flip flop, and power struggle. I have tried to do this twice and I would get the flip flop value enough to be able to use power struggle while under a pallet. The pallet will drop but the killer will not be stunned and I get hooked.

Did the killer swing as soon as they picked up? If so that can prevent the stun from triggering.
