Neca or McFarlane would do great. The fact we have seen some statues and cutsie import mini figures makes me think they have actual action figures in the works somewhere. Usually statues and keychain type stuff is a secondary licensing concern after the "master toy license" is nailed down. When I worked in the action figure business we would send out dozen of inquiry letters to try to secure licenses, that would be the preferred route for Behavior to go; wait for a company to ask them. We also had some licensed properties reach out to us, but those deals are not as lucrative for the owner of the license. Or they could do the figures inhouse but they would have trouble getting them into big box stores at first. I still have all my overseas contacts, I have a team of skilled sculptors and designers I could throw at the property if they ever wanted to try to produce figures themselves (Behavior) and sell them online.
