This new map allows 100% worry free portal to portal infinite looping. Do the devs not see this as a problem?

You can hit survivors as they go through the portal no? And you can go through them yourself as well if I recall

Yes you can do both. How ever, the side entrance of the main building leads to an infi that you can't touch as an m1 killer. Hold w, hit portal allllllllll game long with 0 counter.

I'm not sure how they could fix this without removing the portals entirely. A big problem is I think that Bloodlust resets when going through the portals, and so especially on 110% killers that's an infinite. They could make survivors entering/exiting the portals slower than the killer, like with the stun from a high fall.

The Portals against 115% Killers are not an issue since they will eventually catch up, albeit it will take awhile. I think it needs to be looked at for being a potential issue for 110% (or slower) movement speed Killers.
Also the Portal placement is just over not the best either; ranged Killers can camp the dungeon's exit portal and exit stairway without any issues, but entering the dungeon itself is too easy. Portals were designed to prevent the Killer from easily holding line of sight of an entrance way and denying access, but it's still an issue.

As a huntress main my hatchet doesn't go through.

The portaling hitbox is very inconsistent rarely you can get hit but most of the time killer it will just bounce off like hitting a wall.
Also the back of tower portal warps you to a spot that has a vault immediately to the left you can take back upstairs and repeat the portal loop unless your a mobility killer its an infinite for most killers

Don't go into the dungeon as the killer, just hold the gens outside, where there are just 1.5 trash pallets.

They made Lucky break a viable perk on new map. Lucky break+Portals = you lose survivor in chase.

I mean you could already do a similar thing by using Lucky Break and a Lery's/RPD offering.

I appreciate dev effort to make Juking more viable in dbd but i think they still need to buff Deception, Self-preservation, Parental guidance and other form of scratch mark perks.

Dodging shack chases or main building chases is a viable strategy but it's one I'm not forced to take. Infi loops should be a thing of the past as devs and designers have fixed. I expect this to be noticed and fixed as well hopefully not 3 years from now.
