I doubt anyone is bleeding out survivors to get a higher Gatekeeper emblem. Also bleed-outs cause you to lose a huge amount of points in at least 2 of the other categories

you'd probably lose more in other categories as opposed to gatekeeper. Consider gatekeeper like survivors unbroken emblem.

Rewarding is the wrong word:
It's not written that bleed-outs in particular are rewarded, but only that you get points if you hold as many gens as possible for at least 9 minutes (so it doesn't care if the survivors hang, are alive or are on the ground) AND it rewards you if the exit gates are closed at the moment everyones dead (you get it no matter how you killed them: they can be morried, hang or bleed-out).
So your logic is technically right, but practically insanely hard searching for something to complain about xD

Yeah, i feel that some killer challenges forces me to play sweaty as killer, and some survivor challenges forces me to play passive.
Also some of the older ones have insane requirements.

not really since ranks don't mean anything anymore and i'm 99% sure you get it by winning the match in under 9 minutes as well if you just hook the survivors because it just calcs the rest all at once when the match ends

Doubt it. Most of my games end with the exit gate closed anyway.

I hate to mention it, but Bleedouts are (allegedly) currently rewarded. If you bleed someone out, you (allegedly) get less/no MMR gain compared to a normal kill. That means BMing (allegedly) keeps you lower in ranking, and able to bully more weaker players.
