Resurgence is going to be very strong now.
I personally thought the perk was decent prior but now with the buff, it's going to be quite strong, 70% healing progress when unhooked is honestly a game changer if you have a med kit, or if someone is running Will Make It.
The perk will also be great when paired with others, like Reactive Healing, Blood Rush, Self-Care or Strength in Shadows, etc, allowing for some fun builds.
I'm personally really excited for that change, I might run it a lot more often now.

It's still hard countered by hemorrhage, which has always been the issue with this and reactive healing. Until that aspect is fixed, neither one is likely to see much play.

I completely forgot about that, I personally never see Sloppy Butcher to be honest though ever since it got changed, I still will probably run it when it gets buffed.

It’s a nice change. Just bring a medkit with it and you can finish the heal in about 7 seconds.

7 seconds alone is going to be quite strong, especially against tunneling killers if you can get to a safe area and heal mid-chase.

70% will only be a problem for tunnelers, if you don't tunnel you won't have a problem with this perk.

Please describe what is happening in this scenario.

It works best according to him against tunnelers, lets say the killer leaves whatever he is doing and decides to come back to the hook, with the 70% heal progress you can heal before he even gets to both of the survivors, making his goal much harder, or let's say he does manage to tunnel before the heal gets pulled off, if the survivor has a medkit or some type of healing perk, they can heal up mid-chase if they can, making this perk quite strong against tunnelers.
It is still good if the killer decides not to tunnel as well.

Yeah, I'm actually disappointed in its buff. I knew it needed one but all it needed was to not be affected by hemorrhage.
